The following applies to any type of floor construction, concrete, sand/cement, timber, flagstones, quarry tiling, metal decking, even well-adhered existing floor coverings! 
For the first row, measure and cut the first baseboard panel, lengthways, into two equal strips.
Shorten one piece by 300 mm and place this, cut edges to the walls, into the corner where you have decided to start
Place the other strip lengthways and end to end with the first. Leave the protective films in place.
Now, start a second row, of full width baseboards, by cutting 300 mm from the end of a panel, putting the larger remnant to one side for the moment, place the smaller piece next to the previous strips, with its cut end to the wall.
The next panel in this row will be full size, and be pushed tight against the other pieces so that all the gaps are closed. You will see that the panel joints fall in a brick-bond layout, rows starting with 300 or 900 mm pieces
A whole top board is now positioned, also lengthways and adhesive side down, into the corner and aligned with the outer edges of the baseboards by easing it into the corner to touch the walls.
Peel back just enough protective film from the base boards to allow the top board to sit onto the adhesive coating. Place the top board carefully in position and tap down with a rubber mallet.
Starting with the large baseboard remnant and still working in the same direction, begin laying out another row of baseboards before adding any further top boards.
The second top board is positioned alongside, and halfway along, the first top board. Tap it down to secure it in place. You can now see that alternate rows of top boards will start either with a full length or half length piece.
Simply continue adding baseboards and covering them with top boards, alternately extending these first two rows of top boards along to the other end of this wall.
By flexing the top boards, locating the corner against the preceding board edges and easing them down into position, the line can be kept very straight and the joints tight.
Once all the boarding and fitting is completed it is only necessary to check over the joints for any slight imperfections, lightly sand these down, vacuum out and the surface is ready to receive the new floor finish, immediately.
